In such a way, important political decisions about the future of the European Community have been made.<\/p>\n<div id=\"attachment_2383\" style=\"width: 610px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-2383\" class=\"size-full wp-image-2383\" src=\"http:\/\/hum.port.ac.uk\/europeanstudieshub\/wp-content\/uploads\/2013\/03\/origins.jpg\" alt=\"origins\" width=\"600\" height=\"418\" srcset=\"https:\/\/hum.port.ac.uk\/europeanstudieshub\/wp-content\/uploads\/2013\/03\/origins.jpg 600w, https:\/\/hum.port.ac.uk\/europeanstudieshub\/wp-content\/uploads\/2013\/03\/origins-300x209.jpg 300w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><p id=\"caption-attachment-2383\" class=\"wp-caption-text\">The first European Council meeting took place in 1975 when nine Heads of States and Governments met in Dublin. The regularity of meetings and their new status made a fundamental difference to the institutional framework.<\/p><\/div>\n<p>In the 1970s, however, and after the <a href=\"http:\/\/europa.eu\/legislation_summaries\/glossary\/luxembourg_compromise_en.htm\" target=\"_blank\">Luxembourg comprise of 1965<\/a> caused a deadlock in decision making, the need for better leadership of the Community was recognised. To solve the deadlock issue, the informal chats among the Heads of the Governments and States were transformed into regular meetings as decided at the Paris Summit in 1964 (Schoutheete, 2012, p.45).
