{"id":1720,"date":"2013-03-13T11:35:49","date_gmt":"2013-03-13T11:35:49","guid":{"rendered":"http:\/\/hum.port.ac.uk\/europeanstudieshub\/?page_id=1720"},"modified":"2017-04-18T12:15:58","modified_gmt":"2017-04-18T12:15:58","slug":"general-secretariat","status":"publish","type":"page","link":"https:\/\/hum.port.ac.uk\/europeanstudieshub\/learning\/module-1-understanding-eu-institutions\/the-council-of-the-european-union\/general-secretariat\/","title":{"rendered":"General Secretariat"},"content":{"rendered":"<p>The General Secretariat is the bureaucracy of the Council, made up of about 3,000 employees and headed by the secretary general appointed by the Council of Ministers (McCormick, 2011B, p.193).<\/p>\n<p align=\"left\">Its main functions are:<\/p>\n<ul>\n<li>preparing the meetings<\/li>\n<li>legal support to the Councils and COREPER<\/li>\n<li>managing the Council&#8217;s budget<\/li>\n<li>providing support to the Presidency of the Council<\/li>\n<li>giving briefings to the Council about the status of the items on meeting agenda<\/li>\n<\/ul>\n<p>As summed up by McCormick, the General Secretariat: \u2018generally gives the work of the Council some continuity\u2019 and, as he points out, from originally providing secretarial assistance it has moved towards more political functions (2011b, p.193).<\/p>\n<p>To find out a little more about the influence of the General Secretariat on the decision-making read the following article: Christiansen, T.
