In doing so, it highlights the areas of exclusive competency for the Union (where the EU acts), areas of shared competency (where both the EU acts as a whole and member states can act alone) and supporting competence areas where the EU is only tasked with providing support to member states.<\/p>\n<h2 style=\"text-align: left;\" align=\"center\"><b>Competences in the EU:\u00a0<\/b><b>Who is responsible for what?<\/b><\/h2>\n<p>In areas of<b>\u00a0exclusive competence\u00a0<\/b>only the EU may legislate and adopt legally binding decisions. However, member states may adopt legislation on these matters unilaterally if they are empowered to do so by the Union.<\/p>\n<p><b>Exclusive competence\u00a0<\/b>areas are\u00a0\u2013<\/p>\n<ul>\n<li>Customs Union<\/li>\n<li>Conservation of marine biological resources (a part of fisheries policy)<\/li>\n<li>Establishing rules for the effective functioning of the Internal Market<\/li>\n<li>European Monetary Union<\/li>\n<li>Common Commercial Policy<\/li>\n<\/ul>\n<p><b>Shared competences\u00a0<\/b>are areas where both the EU and member states can devise legislation, but where member states can only exercise their competence when the EU\u00a0<i>has not done so<\/i>.<\/p>\n<p><b>Shared competence\u00a0<\/b>areas are \u2013<\/p>\n<ul>\n<li>Internal Market<\/li>\n<li>Social Policy<\/li>\n<li>Economic social and territorial cohesion<\/li>\n<li>Public health<\/li>\n<li>Agriculture and fisheries<\/li>\n<li>Environment<\/li>\n<li>Transport<\/li>\n<li>Consumer protection<\/li>\n<li>Area of Freedom, Security and Justice<\/li>\n<li>Energy<\/li>\n<li>Trans-European networks<\/li>\n<\/ul>\n<p><b>Supporting competences\u00a0<\/b>are where the EU may support, coordinate or supplement the action of EU member states but where the\u00a0<strong>EU cannot adopt legislation<\/strong>.<\/p>\n<p><b>Supporting competence\u00a0<\/b>areas are \u2013<\/p>\n<ul>\n<li>Human health<\/li>\n<li>Culture<\/li>\n<li>Tourism<\/li>\n<li>Industry<\/li>\n<li>Civil protection<\/li>\n<li>Administrative cooperation<\/li>\n<li>Education, vocational training, youth and sport<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>Source:\u00a0 Pris, J.
