Well, in some regards the EU has aspects of government.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: center;\"><a href=\"http:\/\/hum.port.ac.uk\/europeanstudieshub\/wp-content\/uploads\/2013\/02\/eu_instutions_v1-2.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-4359 size-medium\" src=\"http:\/\/hum.port.ac.uk\/europeanstudieshub\/wp-content\/uploads\/2013\/02\/eu_instutions_v1-2-300x174.png\" alt=\"\" width=\"300\" height=\"174\" srcset=\"https:\/\/hum.port.ac.uk\/europeanstudieshub\/wp-content\/uploads\/2013\/02\/eu_instutions_v1-2-300x174.png 300w, https:\/\/hum.port.ac.uk\/europeanstudieshub\/wp-content\/uploads\/2013\/02\/eu_instutions_v1-2.png 450w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><\/p>\n<p>In institutional terms, the EU has an executive body, a legislative body and a judiciary &#8211; all features normally associated with government.<\/p>\n<p>However, these bodies operate very differently from those within a national context and the Council, for its part, is <em>composed of national governments<\/em>. The EU certainly does not govern directly like the member state governments do.
