There are some general rules that apply regarding application for EU funds. The EU will not fund a project that would have gone ahead anyway if the EU finance had not been available and some kind of co-financing is always involved. The EU never finances 100% of a project all though it will finance substantial amounts under the convergence objective. Furthermore, those involved in the application and implementation of a project cannot benefit financially from it.
