Here is a table to summarize the decision making procedures that have been discussed in this module.

Decision making procedure Ordinary legislative procedure Consent Consultation CFSP
Commission proposal Yes Yes Yes No (member state or High Representative Proposal – Commission can propose with HR/VP)
Parliament veto Yes Yes No No (often not consulted)
Qualified Majority Voting Yes Sometimes Sometimes Occasionally on some technical matters – but member states can veto most of the time if they so desire
